The Tri-City Property Management story began in 1981 when founders, Ed and Sandy Ferril determined that the large real estate companies in the area paid little or no attention to property management. Often these companies relegated property management to a small understaffed room in the back of an office. They believed that there would be a market for someone who wanted to only focus on managing properties. Living in Killeen at the time, they decided that they would serve the Fort Hood area with primary emphasis on Killeen, Copperas Cove, and Harker Heights. This gave way to the name Tri-City.
Their business plan would be based on honesty and integrity when dealing with both owners and tenants, resolving each problem that would arise promptly and economically. The founders realized that when things broke it was cheaper to fix it now rather than later. When selecting outside vendors to make repairs, it would be based on professionalism and value. They would be held to very high standards. They firmly believed in the credo “provide the best service you know how, at a reasonable rate and you will be in business for a long time.”
For over 40 years now, Tri-City Property Management has grown in size and stature by always striving to follow the original business plan and live up to the credo. Today, it is recognized by many as one of the premier property management companies in the Fort Hood area.
Ed and Sandy Ferril
Founders
Ed and Sandy started Tri-City Property Management in 1981. They put their heart and souls into their business and thrived to make Tri-City the best property management company available. They built the foundation in which the rest of the staff grows every day. From day one, Ed and Sandy wanted to do things a little different. They turned their focus to only property management and not sales, built strong, trusting relationships with their customers and treated their staff as their own family.
Natalie Austin:
Owner / Broker

Natalie came to the Fort Hood area with her family on military orders in 2006. She quickly sought employment in the local community and applied for an open position as a receptionist/bookkeeper at Tri-City Property Management. She was an excellent fit for Tri-City with her experience and knowledge of many fields within the workplace and military communities. She had three years of experience with MWR in Germany, spent her three years at Fort Carson as the manager of four AAFES facilities and even worked three years in property management in Hawaii. She quickly mastered our accounting system at Tri-City and soon sought after additional responsibilities within our company. She studied hard in preparation to take the Texas real estate commission licensing exam. She was awarded her real estate license in 2009 and immediately began working on her broker’s license to advance her career. After the Texas Real Estate Commission’s mandatory two-year qualifying experience requirement at the time, Natalie passed the broker’s exam obtained her Texas real estate broker’s license. Natalie became the General Manager of Tri-City in 2016, overseeing all aspects of the company at that time. In January 2022, Natalie became the proud new owner of Tri-City Property Management. She will forever be thankful for the love, compassion and guidance the Ferril family gave her throughout the years and is humbled by them trusting her with their “baby”. She will work diligently to build onto the legacy of the remarkable company they have created without ever forgetting the foundation on which it was built. Natalie is extremely active within the community and volunteers every chance she can.
Ellie Valencia
Office Manager / Agent

Ellie moved to Copperas Cove in August of 2012 after many years of working with military contractors in the finance department. After some volunteer work in property management she discovered an interest in the field and applied for a position with Tri-City in 2016 as a receptionist. She quickly began studying for an agent position and was awarded her Real Estate License in 2016. She obtained her BBA from Texas A&M Central Texas in May of 2019. After many years as an agent with Tri-City Ellie has now decided to entertain her experience in the accounting department. Ellie was offered the Bookkeeper / Office Manager position in October of 2021. She can't guarantee zero errors but she does promise to fix them.
Ellie continues her education at Texas A&M Central Texas and may one day decide to attempt her broker’s license. Ellie is a mother of seven children with the two youngest born under Tri-City times. During her free time, Ellie loves spending time with her family.
Amanda French

Amanda relocated to the area from New York in 2022, ready for a fresh start. After a fulfilling background in nursing, she sought a new direction—one that ultimately led her to Tri-City. Today, as a Property Coordinator, Amanda plays a key role in preparing homes for incoming tenants. Her strong attention to detail and dedication to quality ensure every property is move-in ready and aligned with company standards.
Outside of work, Amanda enjoys spending time with her two children, getting lost in a good book, and relaxing with a great movie.
Armari Weems

Armari is one of our Property Management Assistants (or administrative assistants. Anything but "receptionist", please). Prior to joining our team, Armari worked as a support analyst, where she developed a solid foundation in administrative operations and customer support. Her interest in real estate and experience with administrative work led her to us. She has proven to be creative and a problem-solver, and takes pride in assisting renters and owners in whatever way she can.
She moved to the area when her dual-military parents were stationed at Fort Hood. After getting her degree she decided to put down roots in the area and now lives with her husband and two fur-babies. During her free time Armari enjoys spending time with her family, reading, gardening, and exploring all that Texas has to offer.
Harley Voisin

Harley is a Property Management Assistant at Tri-City Property Management, and she truly enjoys being a friendly, reliable point of contact for owners, tenants, and vendors. Having lived in the area for most of her life, and growing up in a military family that moved often, she knows how meaningful it is to feel welcomed, supported, and “at home.” That experience inspires the way she approaches her work each day. Whether she’s helping a homeowner confidently manage their property, assisting someone in finding a place they’re excited to call home, or coordinating with vendors to keep everything running smoothly, she is dedicated to every interaction. She’s positive attitude, and genuine willingness to help. What Harley loves most about being part of Tri-City is the family-like atmosphere. The supportive, tight-knit team makes her excited to come to work each day and proud to contribute to a company that truly cares about people.
Roberto Laboy
Maintenance
Roberto joined our team in March of 2016 as our new maintenance person. Prior to his employment with us Roberto serviced North Fort Hood as a contracted laborer where he is truly missed. Roberto began his work as a military contractor in Hawaii and began to travel the states shortly after. We know that Roberto’s experience in cultural diversity and maintenance will strongly benefit Tri-City. Roberto is a licensed boxing coach and on his free time enjoys training kids to compete for the title. With the help of Roberto we will continue to keep costs down for our owners and prioritize work orders.
